March School Board Meeting Recap

The West Mifflin Area School District held its monthly school board voting session on March 20, 2025. The next regular voting session will be held on April 16, 2025.

BOARD SECRETARY REPORT

The several school policies addressing student and staff safety were updated based on recommendations from the Pennsylvania School Board Association (PSBA) were unanimously approved.

 

DIRECTOR OF FINANCE AND OPERATIONS REPORT

Purchasing and contract items presented for discussion and approved by board vote:

  • Proposed 2025/26 AIU3 Program of Services budget is $2,361,050, with the AIU3 school district contributing $1,984,536, while the WMASD's contribution Program of Services Budget is estimated to be $28,718 will be finalized by the Pennsylvania Department of Education after July 1, 2025.
  • An agreement with The Meadows Psychiatric Center for educator services during the 2025-26, 2026-27, and 2027-28 academic years, at a cost of $100 per day.
  • A proposal for a three-seat license for Thomson Reuters CLEAR residency software for a three-year period, from July 1, 2025, to June 30, 2028.
  • A renegotiated proposal from Ford Office Technologies to provide IT support from July 1, 2025, to June 30, 2030, with a Year 1 cost of $198,000 and a 3% annual increase thereafter.
  • Installation of heavy-duty door closures at the Middle School A2 and A5 entrances by Allegheny Safe & Lock, at a cost of $2,901.18.
  • Speech and language pathology, along with other support services, provided by Crossroads Speech and Hearing for the 2025-26 and 2026-27 academic years.
  • Full and final release agreement with IBIS Kennywood LLC to terminate the lease previously approved on May 16, 2024, at a cost of $62,500.
  • Settlement agreement from the owners of Century III Mall in the amount of $73,000, subject to final approval by the district’s solicitor.
  • Replacement of non-functional hot food serving well in the Clara Barton Elementary School cafeteria, at a cost of $6,999, to be paid through the cafeteria fund.

 

FINANCIAL REPORTS

Mr. Weher introduced the board to the second tax story, set to be available on the district website on March 24th. The story highlights the impact of real estate refunds on the school budget, with an anticipated income loss of $2.3 million for the district this year.

 

DISTRICT OPERATIONS

Approved the 2025 summer work schedule and two Memorandums of Understanding (MoUs). The MoUs allow fee-based use of WMASD fields by the West Mifflin Soccer Club and Penn State Greater Allegheny. The MoU with Penn State will also benefit the community by offering three camps for WMASD students and providing access to the Penn State campus for WMASD use.

The board approved the hiring of several professional, non-certified, and athletic personnel, among whom are:

  • Maribeth Meyers (Special Education)
  • Jessica Pishko (Special Education)
  • McKenzie Taylor (Special Education)
  • Gail Piole (Nurse)
  • Melissa Conrad (Physical-Ed/Fitness K-3)
  • Lia Manning (Physical-Ed/Fitness K-3)

 

STEEL CENTER

Several accomplishments and opportunities were shared, including:

  • SkillsUSA earned 15 first-place awards at the District 8 Competition and will advance to the state-level competition in April.
  • Several students were named Student of the Month for their respective disciplines.

 

NEW BUSINESS

The West Mifflin Tax Office, which collects real estate taxes, is in need of 3 new computers, as well as cloud migration and improved secure data storage. The total cost is under $10,000 and will be shared with the borough.
